The past of beautiful Mexico is more than a bit interesting.All of what the ancient Mayas,Toltecs and Aztecs developed in many areas came to a hault with the arrival of of Hernan Cortez in 1519.Cortez took over Tenochitillan,captured the god king Moctezuma and a culture over 3000 years of age was destroyed;it would never ever again recuperate.
During the 18th century there were over 6000 priests in Mexico; their archbishop was the second most powerful person the entire country and was attended to by 8 bishops.All had become the owners of enormous properties and ruled the laity without conscience and would continue do so long after the dissolution of the Spanish Empire.
During the years between 1810-1821 the Mexican people revolted,fought a war with Spain and won their independence.Two million people lost their lives to gain this goal.In 1821 the new Republic of Mexico was formed.
The war of the late 1840's between the U.S. and Mexico has vague beginnings;most assuridly it was part of the U.S.plan of it's proclaimed Manifest Destiny.The U.S.announced that it wanted to expand it territorial boundaries and most assuredly it did so.When the smoke cleared,when the bodies of the fallen removed Mexico had lost over one half of it's country to the Americans.This land became the U.S. states of California,Utah,Texas,Arizona,Colorado and most of New Mexico.
On the 13th of September of each year throughout Mexico all Mexicans partake in the somber "Day of The Children Heroes" (Ninos Heroes).This day is in remembrance of the children cadets who tried to defend Chapultepec when the United States Marines Corps led by General Winfield Scott invaded their country.The children cadets were all killed and were from San Blas and the San Blas area;there is a tall,beautiful marble obelisk (not unlike the Washington Monument) that stands in their honor in their beloved San Blas.This monument is but a few steps from our town hospital;it is a hospital that has never refused medical care to any American or any foreigner.It has done and will always do all in it's power to heal the ill;it has never asked for any payment.
The period between 1850 and 1900 saw the influence that the land barons and political heads used in the control of Mexico.The years between 1910 to 1920 was the era of the Mexican Revolutions,a time when two million Mexicans lost their lives trying to stalilize the government.
My best friend and my mentor for many years was Canadian General Maurice Pope,a man who fought in World War One and World War Two.He was a man who later on became the Ambassador to Belgium and Spain.One day as we discussed Mexico Maurice said to me "Norman somehow with all the turmoil we see in this beautiful country of Mexico she remains friendly to all of us and it is my personal joy to be part of her history".
At present Mexico is going through a very trying period,people all over the country are in very serious need of finances.Mexico does not want any person working in Mexico without the permission of it's government.The people of San Blas never have nor will they ever allow anyone to work here illegally;they cannot do so as the town is very,very poor.Recently the Immigration Department visited and informed me that if they hear of anyone working without their permission they will take care of that situation immediately.Also they do not not want boaters and others smuggling equipment and repair parts into the country which are later on used to set up illegal businesses.To take the livlihood of these poor people away from them is insulting and unforgivable.Visitors must learn to become humane and sympathetic to the people of this country,a country where they are but a visitor.
A complaint has been presented to me that names people who have been found to either to be working illegally in San Blas or in Mexico or a supporter of these offenders.The document is signed by hundreds of Mexican Citizens;about 40 of them government employees.In particular it names one person as "the organizer of this conspiracy against the (Mexican) San Blas people".I personally do not understand the mentality of people who come to Mexico by expensive means and then work here illegally taking the food out of the mouths of the many poor.

Important Information Abut Some Aspects of Mexican Law
Good Morning Dear Friends
Today I will discuss a few items regarding the Mexican legal system;you should find them interesting.
To begin there are no trials by jury in Mexico;when you are bought before the district attorney,a judge or a higher official of the judicial system that person and that person only decides your fate.There is an appeal system in place but it is terribly lengthy and very costly.I always have and always will very seriously advise all foreigners to obey all Mexican laws because of the harsh penalties involved and the horrid,sometimes inhumane living conditions within the penal system.
All contracts,bills of sale,receipts etc.Must be in Spanish;if not they are invalid.All Receipts should be kept in a safe place regarding all items in your home,vehicle or on your vessel.In Mexico they prove that you did not acquire these items illegally.If items are stolen from you and you make a formal complaint you will be asked to show the corresponding receipts.If you cannot show a valid receipt the government in all probability will refuse to take any action what-so-ever.
Do not work in Mexico without the permission of the Mexican Government.It is dangerous,All that you own may be confiscated and you may be institutionalized.If you care to work in Mexico I suggest you first make an appointment with an Mexican Immigration Official and discuss your intentions.Keep in mind that Mexico is looking for investors who will create work positions for their so many unemployed citizens.Don't come here to illegally take money away from the Mexicans people;come here to help this beautiful country.Remember if you work without government permission and you are detected you will be at the mercy of many governmental agencies including Mexico's I.R.S. (Federal Hacienda) who will take away from you everything you own.If you smuggle items into Mexico that is a Federal offense;if detected you will go to a Federal Prison.
No foreigner may own property in Mexico;past experiences have taught Mexico numerous lessons.I refer you to the Manifest Destiny and the takeover of the Mexican Petroleum Industry.I repeat,no foreigner may own property in Mexico.The foreigner who wants to rent,lease,or contract a home or property may do so with an agreement with a government controlled Mexican banking institution.Be advised that most of the property in Mexico cannot be owned by any Mexican and most certainly no foreigner as these properties are Federal.The laws regarding property are very complex;if you need information write me I will help you without a fee.Many unsuspecting people spend great sums of money and then find they are the victims of an unlawful purchase.Several years ago an American lost $300,000 dollars on a property purchase in our municipality.
Do not use what is called "borrowing a name".In Spanish it is called "Presta Nombre";this occurs when a foreigner pays for and puts a Mexican property in a Mexican's name.This is seen by the Mexican Government as illegal and is an attempt to violate a serious Mexican law.If you ask the United States State Department how many times the foreigner looses his money and the property using a Mexican's name they will tell you "100% of the time". What eventually occurs is the legal title holder thinks the matter over and tells the foreigner "I want this property for myself and my family....you don't have any legal standing in this matter.Vacate my property or I will call the authorities."
Many times people have come to me asking for assistance regarding serious legal problems;I give them some personal advice and usually refer them to the proper agency.In very serious matters I refer them to their Embassies and Consulates who will suggest to them the names of local attorneys who possibly could be found to be trustworthy.Foreign attorneys cannot practise law in Mexico.

Please forgive me for being so busy this last week.We have had 4 solid days and nights of rain accompanied at times with strong winds.Today the sun is out;the giant Marlin await my bait.
In the very near future I will be discussing a bit of Mexico's turbulent history and I will touch briefly on legal issues regarding foreigners in Mexico.

" Hurricane Ismael" The Killer Hurricane of Mid September 1995
Good Morning to All Lovely On This Warm Summer Morning
How vividly I remember the fall of 1995.I had been watching a weather system for days as it approached the Mexican Southern West Coast Mainland.Before it made landfall it turned to the Northwest and wind speeds intensified.
Before Ismael approached Nayarit I strongly felt that I needed to warn all shrimp boats and all fishermen in the waters off the states of Sinaloa and Sonora.I knew a disaster was imminent as the only other weather service available to the Mexican fishermen was treating this hurricane as a minor storm.It was first reported by me on September 10 with a stern warning.Shrimp boat owners told their crews to "stay at sea and to continue to work".It was the beginning of the shrimp fishing season and catches were excellent.....
The hurricane swept through the waters of Sinaloa and Sonora and sunk 180 vessels leaving almost 400 families without their husbands/fathers or a means of support.It was a disaster felt by every person in this country.National reports played this incident down as all foreign disasters are.
The crews from the vessels from our state of Nayarit who heard my forecast said "if Capt Norman tells us to go to port-we go! ".No one from our state of Nayarit lost his life or was injured.On the 16th of September the primary television and radio station in Mexico "Televisa"called me at my home to commend me for "saving hundreds and hundreds of lives".I was also commended By Mexico's FCC.My only reply was that I wish I could have saved more.
It is apropos at this time to say to all be very thankful to Mr.Donald Anderson.He like myself has devoted his life to help protect the life of all visiting boaters in Mexico with his excellent weather reports and many forms of assistance. Good Day...... Norm Aleha Shalom (heb.) --<"))))))))))-(

Aloha from the Tahiti of Mexico
Dear Friends
The heat and the evening storms have been unbelievable;last week we had wind gusts up to 60/70 knots.My neighbor's very tall coconut tree has been struck by lightning for the second time in three weeks;the first strike took it's life and the second blackened the top 25 feet.The explosion was deafening;most of the light bulbs in our home are now in the wastepaper basket. My weather analysis promises more of the same fare this evening.
September and October are our most dangerous months regarding the killer hurricanes;please be careful.We want you to always be here to enjoy the beautiful Pacific.In my nest blog entry I will discuss the 1995 hurricane "Ismael" which was a national disaster.
My secretary has made an interesting observation and passed it along to me.She informed me that my office has received official documents stating that those who slandered and lied about me,my services to my fellow men (and women) and my position are either being sought by the Mexican Government or are under Federal Investigation.In Mexico as in the United States it is a felony to unjustly attack a public official.
San Blas welcomes all boaters with good intentions; we will do all in our power to show you a very special small port that is over 3100 years old;the oldest inhabited village on the west coast of all the Americas.Do not come here to work illegally or sell contraband;the economy of this small community cannot and will not support that aggressive abuse.Not in any form.

Another very important secret to help keep all biting insects away is too keep your body and clothing as clean and odor free as possible.Wear white clothing or the lightest colors that you have;insects are drawn to dark colors.Light cotton fabrics are the best.

Late Summer,Early Fall Warnings
The heavy summer rains continue;the rivers are depositing enormous amounts of dangerous items into the Pacific Ocean.Keep your eyes to the prow;look for lengths of all types of line,sections of gill nets,branches and most importantly entire giant trees.This time of year also finds many illegal floating long lines in place;they will foul on your underwater gear and most certainly be spun up on your propeller....a living nightmare I assure you.Look for floating soda bottles on the water;they are the buoys for the long lines.Usually they are about 15 feet apart and some of the long lines are 2 miles long.
Please be careful also regarding the weather;it is unpredictable.You may be enjoying a lovely summer day and find yourself in 50 knots of wind 30 minutes later.The weather services cannot predict these storms as they are local and usually do not last for an extended length of time.Hurricanes are usually reported but be cautious as they may form in your area and be very problematical in a very short period of time.They have no friends.
